Description of Salary Information

Job Title - Individual job title of each employee position as of the last payroll in December. 

Note: 

  • Linemen represent only about 10% of Chugach Electric's workforce.

  • 60% of Chugach Electric employees are office workers such as secretaries, clerks, managers, information services employees, customer service reps, accounting and payroll personnel, etc. The remaining 30% are warehousemen, meter readers, mechanics, technicians, operators, dispatchers, and the like.

Total Costs - Sum of Total Regular & Overtime wages, Total Benefits, Other Wages, & Cashed in Leave
Hours - TOTAL HOURS PAID.   Reflects all hours associated with wages including regular pay, overtime, holiday and vacation.  Hours WORKED would be far lessIBEW contracts provide for 4 weeks of paid leave after ONE YEAR and 6 weeks after only FIVE YEARS, plus 12 paid holidays per year.  Therefore, most employees paid for 2080 hours worked only 1744 hours or less.  IBEW work rules allow for adding hours to one's pay for various activities, unrelated to hours actually worked, such as minimum call out pay and high time.  See work rules and contract provisions.
Cost/Hour - Total Costs / Hours. 
Total Wages - Includes regular pay, holiday pay and vacation, plus overtime.  (note – administrative employees generally equal 2080 hours which is 52 weeks @ 40 hours per week).  A standard year would include 26 biweekly payrolls, however 2004 reflects 27 payrolls for the administrative employees due to timing of payroll.
OT Percent - Overtime Wages / Total Wages.  Overtime for IBEW employees is all at double and triple time.
Benefits - Includes employer portion of payroll taxes, pension, health & welfare, annuity, workers compensation, trust fund contributions and legal.  Vacation is included in regular wages as noted above and is not included in the benefit factor. The indirect labor totals are approximate.
Other Costs - Reflects miscellaneous pays including meals, clothing allowance, tool allowance, personal vehicle usage, bonuses, gain share and moving expenses if applicable.  Note that faulty gain share giveaway program was eliminated in 2005 by reform board.
Cashed in Leave - Includes any vacation that was exchanged for actual dollars during the current year.

 

OTHER - The salary list includes both labor charged to current year operations as well as labor capitalized to projects amortized over many years.  In 2005 about $37 million out of the $43 million in total labor costs were for Operations labor (about 86%).  Here are the amounts reported by CEA on their RUS Form 7 for 2005 (these do not include benefits):   

    Expensed - $20,498,906 (67%)
    Capitalized - $4,246,126 (14%)  
    Other - $5,663,297 (19%)
    TOTAL - $30,408,329 (100%)  Tracks well to the CEA supplied wages only column total ($30,413,768) on that year's salary list.
